For the fifth time the KlangArt-Festival will be
held in Osnabrück and at the University of Osnabrück the
KlangArt-Kongreß Neue Musiktechnologie under the direction of
Prof. Dr. Bernd Enders.
The major technological changes of the media age are
characterized by the digitalization of information and
communication technologies, by the virtualization of all kinds
of life realities and processes, and by the globalization of
communication systems. These developments do not remain without
influence on the present and future music cultures of this
world. After the 1995 congress had discussed the main topic of
digitization of the media - digitalization of music aesthetics
and the 1997 congress focused on music in virtual space, it is
only logical that in 1999 the third aspect, globalization due to
the worldwide networking of systems, will be the focus of
musicological interest. In reference to a famous metaphor by
Marshall MacLuhan, the main theme of this year's congress is
Global Village -
Global Brain - Global Music
Terms such as globalization, net culture,
multimedia design, interactivity, data highway, virtual reality
and computer-based learning are current catchwords that indicate
important development processes in science, culture and society.
Musicologists, composers, music educators and recipients are
equally affected. In the new global media culture, digitally and
net-based music is no longer just an ornamental accessory, but
has become an integral part of it. This new significance of
music in the multimedia information and communication society
needs to be scientifically examined in its various facets.

The "Congress - New Music Technology" has gained international
recognition in connection with the KlangArt Festival and the MusiTec
exhibition. The present program with its broad spectrum of topics,
which will be introduced to the congress by domestic and foreign
scientists, is evidence of this.
Electronic sound production, the constant refinement of storage and
reproduction techniques, digitalization, virtualization and ever
faster data networks have also changed music culture worldwide,
influencing the way people around the globe live their lives. Today,
digital and net-based music is not only of interest to musicians,
composers and music educators. In our multimedia-oriented society,
it penetrates into many areas of life, communication and economy and
also demands conclusions for education policy.
It is therefore particularly commendable that the congress will
build bridges between information technology, artistic, economic and
other fields of social interest. At the same time, new demands are
being placed on higher education and pedagogical teaching in
schools.
In this respect, there is a broad public interest in the results of
the congress. This is one of the reasons why the Federal Ministry of
Education and Research is pleased to promote and support this
project. I am grateful to the University of Osnabrück, the congress
management under Professor Dr. Bernd Enders as well as all
scientists and practitioners who, with their latest research results
and experience, offer an innovative forum for interested guests.
I wish all participants stimulating and beneficial congress days in
Osnabrück, Lower Saxony.

Greeting from the Secretary
General of the German Music Council
KlangArt has established itself as a forum for interdisciplinary
exchange on the interrelationship of music and new technologies.
In addition to determining the current state of affairs and concrete
suggestions for music research and education, important impulses for
musical life and cultural policy have always emanated from here,
which have found expression not least in the establishment of new
projects and committees of the German Music Council.
The innovative project of the German Music Council, the German Music
Information Center (MIZ), is the central information and service
point for the entire field of music life in Germany. It has a direct
connection to Osnabrück: the extensive electronic information
available on the Internet was conceived in productive cooperation
with the Research Center for Music and Media Technology at the local
university.
The German Music Council has also convened the Federal Expert
Committee on Music and Media, which observes and analyzes the role
and significance of music in the media, its influence on music and
musical life and the effects of developments in the new media, and
in this respect shares essential objectives with KlangArt.
I therefore look forward to the new impulses emanating from KlangArt
1999 with great interest and wish the participants exciting days
with stimulating discussions and amazing listening experiences.
